1. Given the constraints he faced when he succeeded Pena in November 1989, what should Mayor Wellington Webb have done differently? 

The Webb administration should have been more proactive after seeing the complexity, importance and urgency of the project when he succeeded Pena in 1998. Being such a major project, DIA required massive planning, carefully considering even the minute details meticulously. The simultaneous design/build scenario for DIA also was a serious issue and was the root cause of all menace with the DIA project. The project design should have been finalized before starting the construction, and after having commitments from the potential tenant airlines while accommodating their requirements. Then, the design and important decisions should have been frozen and the construction should have been carried out accordingly. Moreover, if the city decided to accommodate hundreds of small contractors to abide by the law, it should have come up with the most efficient system of communication and coordination for such a diverse workforce on board to create harmony and avoid any delays or blunders due to miscommunication and lack of coordination for such a crucial project with a tight deadline.
