There can be mainly two reasons why Mr. Josephson was picked over Mr. Larson. Firstly, maybe Mr. Roberts felt that Mr. Josephson’s fresh mind and relevant expertise, along with Mr. Larson’s talents as the COO would work better together rather choosing one over the other. Secondly, and the most relevant one is that Mr. Josephson is experienced with hospitals going through this cultural change, and would be able to provide direction.

He established a service line for the hospital and what health care it would go into.
